An alliance leader at a global systems integrator stated it directly, on a call with us: “That’s where the blockers come in. It’s an agent or an outside force acting upon data, and they consider that data to be sacred.”
The point isn’t that AI is untrusted. The firm has trained tens of thousands of professionals in Claude. The point is that certain data sets are governed — by contract, by regulation, by category. They cannot leave the company perimeter, period. Any AI system that wants to act on partnership motions has to respect that line.
The category response is the shared environment: a sanctioned cross-company workspace where each party governs its own data, AI is authorized within bounded scopes, and outputs are auditable to both sides. That’s what the trust boundary actually requires.

The answer
Partner data is sacred because the customer — not the vendor, not the partner, not the AI — sets the rules for what can leave the perimeter. Those rules come from three independent regimes that all converge on the same line: contract (MSAs, DPAs, BAAs that scope who may see what), regulation (GDPR Article 25’s data-protection-by-design mandate, HIPAA, sector rules), and category (source IP, customer lists, deal economics that the firm has unilaterally classified as non-exportable). When a global SI alliance leader calls the data “sacred,” they are naming the union of all three. There is no demo that softens it.
The architectural parallel is NIST SP 800-207 Zero Trust: never trust the network, never trust the identity, never trust the request — verify each one against an explicit policy at the moment of access. Translate that to partnerships and the implication is concrete: AI agents cannot be given a blanket pass into either party’s data estate. They have to operate inside a sanctioned scope, with policies enforced on each side, and produce outputs that both parties can audit.
The cloud platforms have already shipped the primitive shape of this. AWS IAM cross-account roles let one account grant another scoped, time-boxed permission to act on specific resources without exporting credentials or copying data. AWS Clean Rooms goes further: two parties run analyses on each other’s data without either party seeing the raw rows. The pattern is the same — data stays where it lives, the boundary is enforced by the platform, and the answer crosses the line, not the source.
Partnerships need the same primitive. Forrester’s data-governance research consistently finds that governance maturity, not data volume, is the differentiator on enterprise outcomes.
